Contract signed between the Lead Partner and the Project Partners containing all duties and responsibilities of each partners for the implementation of the project.

PC
Programme Committee

The PC assumes tasks related to the monitoring of the programme implementation and to the selection of projects for co-funding. It shall ensure quality and effectiveness of programme implementation.

The PC of the ETC-ASP is composed by the 2-3 representatives of each partner state as well as a representative of the MA and of the European Commission. The Alpine Convention is observer with advisory capacity.

Pilot activities

Test activities in the territory aiming at implementing and concretising the overall objectives of a project.
They are embedded in a transnational framework and concretely implemented at local level (in identified areas) in order to test the use of a particular methodology, technology, concept, model, tool, etc. developed during the project, and thus to link theoretical concepts with actual practice.
Pilot activities should be generally able to trigger new investments, contribute to local development plans in a specific sector and foster the development of innovative businesses.
From a strategic perspective, they are important in order to ensure that the project results are both implementable and transferable.


Examples:

  • Setting up and test of a prototype (of a Virtual Power Plant) in the Ällgäu region.
  • Implementation of a pilot infrastructure for e-bike with solar charging systems in Salzburg. 
  • Setting up of a regional network of small integrated multiservice shop-centers in Upper Savoy

Project Partners

All project partners of a project other than the Lead Partner.

PR
Progress Report

Periodical report composed by an activity (including I&P activities) and a financial part to be submitted to the JTS every 6 months. 

The information provided in the PR allows both the LP and the JTS to examine the progress of the project. In particular:

1) Progress in achievements of planned actions and activities;

2) I&P activities done by the Project Partners aimed at increasing the awareness of the general public on the project, the programme and the European cooperation (these activities shall ensure that results achieved are disseminated widely and capitalised by policy makers and stakeholders in the Alpine Space);

3) Delivery of outputs and financial progress in relation to the achievements (including information on expenditure made by the project participants and revenues received by them as well as the eligible costs as confirmed by the FLC bodies).

The PR should include information on main challenges and deviations/delays occurred during the reporting period, if any.  The submission dates of each progress report are fixed in the Subsidy Contract.

Project Participant

Legal entity that participates in a project and takes over all respective tasks and responsibilities.

Public Procurement

"The process used by governments, regional and local public authorities or bodies governed by public law (financed, supervised or managed for more than 50% by public authorities)."*

Public procurement is subject to International, Community and National rules. Under these rules, public procurement must follow transparent open procedures ensuring fair conditions of competition for suppliers.

In the Alpine Space Programme, partner states have decided that also private partners shall commit themselves to follow to public procurement rules of the States in which they are located.
