Bayerisches Staatsministerium für Umwelt und Verbraucherschutz - StMUV is the central government on the level of the Bavarian region with core competencies - among others - in water management, risk prevention, soil protection, nature protection and climate change. Furthermore, the Ministry has overall responsibility in coordinating ETC Alpine Space Programme 2014-2020 (National Coordination of Germany), EUSALP (national coordinator, membership in General Assembly, Executive Board as well as Action Group Co-Leadership 7 and 8) and Alpine Convention (Bavarian Focal Point). Not least, StMUV initiated discussion on EUSALP on political level in 2010.

Bundesministerium für Land- und Forstwirtschaft, Umwelt und Wasserwirtschaft - BMLFUW is a central government body in Austria that has core competencies in risk and climate change management, including risk prevention and adaptation to climate change. BMLFUW is also responsible for the mitigation of natural hazards as well as for the adaptation to climate change including all relevant environmental issues.

Zavod Republike Slovenije za varstvo narave

Zavod Republike Slovenije za varstvo narave - ZRSVN with its seven regional units (together they cover the entire territory of Slovenia) is a professional public institution responsible for nature conservation with its main tasks/activities set by the Nature Conservation Act. Institute is involved in policy- and decision-making processes from national to local level. ZRSVN represents one of the three pillars of the nature conservation system in Slovenia (besides The
Ministry of the environment and spatial planning and Slovenian environment agency) and is directly involved in decision-making processes for sectoral planning. Mutual dependence and communication with relevant policy-makers (e.g. The Ministry) gives ZRSVN considerable impact on the policy cycle.

Provincia Autonoma di Trento

The Autonomous Province of Trento is the regional authority in charge of the definition and the implementation of labour market policies, apprenticeship, support for employment and other issues related to the labour market. PAT is also responsible and in charge of, as an exclusive competence, the educational sector at pre school level and training and has shared competences in primary and secondary education. PAT is in charge, due to the delegation of the national level, of the management of the University of Trento. In addition, PAT is directly involved in the implementation of the EUSALP strategy. In this context the PAT holds the Leadership of the Action Group 3 of the EUSALP.

The Information and technology systems Office of Regione Autonoma Valle d’Aosta is competent over the regional territory for the : - designing, coordinating and controlling the information systems life cycle, of the regional web sites and information technologies; - projecting, updating e disseminating the operational models for the realisation and the maintenance of the regional information system and connected technological infrastructures; - defining the technical-economic programming of the regional information system and the connected technological infrastructures; - implementing the Broadband and Ultra Broadband infrastructure in Valle d’Aosta.

Ministerium für Wirtschaft, Arbeit und Wohnungsbau Baden-Württemberg

The economic policy of Baden-Württemberg (BW), especially through the actions of the Ministerium für Wirtschaft, Arbeit und Wohnungsbau Baden-Württemberg (bearing the competence for the whole federal state), is geared towards growth fields like environmental technologies, resource efficiency, health and high tech, as mentioned in the Action Plan of the EUSALP. BW is one of Europe's leading regions for innovation with more than 100 higher-education institutions, non-university and economy-related research institutions. Moreover, BW enjoys a network of more than 30 cutting-edge economy-related research institutes, institutionally supported and expertly managed by the WM. These institutions form an important bridge between science and economy, and are specifically focused on the requirements of the SMEs.

The economic policies of AURA have a targeted impact on strategic alpine sectors, with the implementation of a specific ERDF program dedicated to the French alpine regions.The AURA Region is thus experienced in leading programs going beyond its borders and tightly linked with alpine issues, in which private and public stakeholder can identify common assets and meet common challenges. Moreover, as a French Region, AURA has important responsibilities in the field of territorial and economic development, vocational training, and is directly responsible for the implementation of structural
funds on its territory. Through them, it implements its smart specialization strategy in order to support entrepreneurship with innovation-oriented actions.

Tyrol (AdTL) – department of transport planning is in charge of all matters regarding transport planning in public-, private-, passenger- and freight transport throughout Tyrol. Because of its geographic position in the heart of the Alps and its location at cross-border transit routes, the department of transport planning has a lot of experience in transnational cooperation, most prominently in the frame of the European Region Tyrol-South Tyrol-Trentino. The development and implementation of sustainable mobility in line with national und EU policy objectives is of great significance for Tyrol. In January 2016 the lead of the EUSALP Action Group 4 Mobility was awarded to the European Region Tyrol-South Tyrol-Trentino which mandated the task to its member Tyrol – department of transport planning.

Permanent Secretariat of the Alpine Convention

The Alpine Convention - AC is an international legally binding treaty between the Alpine Countries as well as the EU, dedicated to the sustainable development and protection of the Alps. It consists of a Framework Convention laying down general objectives and eight thematic Protocols setting out concrete provisions in the fields of spatial planning and sustainable development, nature protection and landscape maintenance, mountain farming, mountain forests, tourism, energy, soil conservation and transport. The Protocols on mountain farming, tourism, energy, soil conservation and transport are part of EU law. Several important Alpine non-governmental organizations act as observers for the AC. The Permanent Secretariat supports the bodies established by the Alpine Convention. It offers a professional, logistic, administrative help and assists the countries in carrying out the actions, required by the Convention and its Protocols.

The Ente Regionale per i Servizi all´Agricoltura e alle Foreste - ERSAF provides technical support for the governance of mountain forest land and rural areas in the Lombardy Region as well as technical services to Regional Government and local public authorites for the implementaton of strategies addressed to develop the sustainable management of natural resources and the improvement of quality of life in the mountain areas.

The Environmental Department is the govermental center of excellence in Carinthia for the protection of soil, water and air.
The spectrum ranges from waste management and remediation of contaminated sites, energy and energy production, water law, lakes research on climate change, sustainability, air quality control, geology and soil protection, strategic environmental assessment, legal nature protection, environmental control, to acoustic and electrical engineering.
By merging the experts and experts of the previous department "Water" and the nature conservation/National Park from the previous department "Spatial Planning", the area of responsibility expanded considerably.

Agenzia per l’Energia Alto Adige - CasaClima

The Agenzia per l’Energia Alto Adige - CasaClima - ACC implements energy efficiency, renewable energy and climate protection policies in South Tyrol laid down by the Provincial Energy Strategy “KlimaLand South Tyrol”. ACC is further a competence centre and certification body for sustainable and energy efficient building and construction.
ACC’s expertise comprises planning and implementation of effective energy and climate policy measures for municipalities and public administration as well as techniques and measures for improving energy efficiency in the household sector and at enterprise level. As a training facility, ACC conducts training courses for technicians to transfer expertise and knowhow.

Schweizer Arbeitsgemeinschaft für die Berggebiete

The Schweizer Arbeitsgemeinschaft für die Berggebiete - SAB is the Lobbying organisation for mountain regions in Switzerland. SAB actively influences the policy making process in Switzerland by working closely with the Federal Parliament and Administration. SAB is also providing counselling services to mountain stakeholders within Switzerland. SAB is a multisectoral organisation. Its membership consists of the cantons, regions, municipalities as well as many different organisations and individual members. Other organisations like Euromontana were built on the model of SAB. SAB is also very active on the international level: Founding member of Euromontana, Observer at the Alpine Convention, Observer at EUSALP etc.
