HES-SO // FR-HEIA-FR INNOSQUARE CLUSTERS

Presentation:
INNOSQUARE is a platform for technology and innovation. It constitutes an entrepreneurial and innovative environment through interactions with business and universities and key competences development.

INNOSQUARE offers three types of services: 1) Services for businesses based on technology; 2) Development of technological Competence Centres in partnership with public-private sectors sharing R&D resources and providing administrative support; 3) Development of 3 Clusters with the involvement of Cluster Managers providing administrative support for about 300 companies.

INNOSQUARE is a non-profit association dependent of the HES-SO//FR HEIA-FR and supported by the New Regional Policy of the canton of Fribourg (Switzerland).

Role in the Project:
Innosquare Clusters is the LP of the project and co-leader of WP T2. As LP he is accompanied by the Business Upper Austria ERDF-LP.

Business Upper Austria - OÖ Wirtschaftsagentur GmbH

Presentation:
Biz-Up develops coordination and runs Upper Austria´s S3 trategy since 1998 with cross-sectorial implementations via nine Clusters/Networks (about 1950 companies) and EEN.
Its key skills are: Advances Manufacturing, Lightweight Construction, Connected Mobility, Smart Plastics, Digital MedTech.
It has initiated and run more than 529 “Cluster Cooperation Projects” involving 2135 companies within the last 17 years. It runs in average 30 EU-funded projects annually. It initiates new business models and approaches in future topics such as Advanced Manufacturing (AVM) (evaluation of companies readiness level in the field of AVM; developing/offering trainings to make companies AVM ready; initiating “Experience Exchange Groups” with companies).

Role in the project: 
It leads WPT3 Test Model on Pilot Clusters and is the ERDF-LP. Due to its competences in cluster and project management, it guarantees qualitative financial management, pilot implementation, and the WPT2 deliverables and outputs evaluation.

ClusterAgentur Baden-Württemberg

Presentation:
ClusterAgentur Baden-Württemberg (CABW), hosted by VDI/VDE-IT supports 110 cluster initiatives in Baden-Württemberg in different fields, e. g. facilitate technology transfer and cross-sectoral innovation between cluster initiatives.
Supporting cluster managers to provide new services to initiative cross-sectoral innovations among SME as well as helping them going international are main tasks of the CABW. In addition, CABW is the operational arm of the Ministry for Economy, and responsible for the implementation of RIS3.
Among others, CABW is in charge to initiative policy learnings, policy benchmarking and stress testing of RIS3 with selected European regions.

Role in the project:
It is actively involved in all WPs and co-leader in developing and implementing cluster policy, S3 benchmarking and stress testing, CABW supports selected clusters in BW in implementing new services and innovation models for cluster development.

Veneto Region - Research Clusters and Networks Unit

Presentation:
Veneto Region-RIE Dept is the regional authority devoted to the coordination of research, economic development, innovation and energy policies and practices in the Veneto Region.
It is also responsible for the development and implementation of S3 and for the Regional Law 13/2014 promoting cluster development. VR deals with more than 400.000 SMEs and officially recognised 17 industrial districts in the main manufacturing sectors.
In 2015, a new procedure aiming to give the seal of regional innovative networks have been launched and is today in progress. These networks will represent one of the main tools in the implementation of S3 and will constitute the linkage with international activities to be tested in this proposal.

Role in the project:
It is actively involved in all WPs, especially WP T1, bringing its contribution at policy level. It leads WP Communication with the aim to disseminate project results and evidences to all target groups selected at local, national, and transnational level.

Poly4EMI hosts by Anteja ECG d.o.o

Presentation:
Poly4EmI platform entails clusters, competence and technology centers active in pulp and paper, wood, automotive, ICT, health and polymers sectors. It promotes transition to bio-economy through sectors cross-fertilization, digitalization of value chains and S3.
Anteja is a host of the Poly4EmI initiative, a successor of the Poly4EmI EU flagship project on new policy models supporting emerging industries through clusters and smart specialization, led by the Ministry of Science, Education and Sports in Slovenia. Anteja ensures that results of the projects, e.g. new policy tools, analysis, cases studies, projects ideas, cluster coaching and mentoring schemes, S3 will be further developed and will build new cross-regional value chains.

Role in the project:
Actively involved in all WPs due to its extensive experience, it leads WP T1 by further developing the stress testing tool and coordinates the joint transnational cluster action plan. It also contributes as pilot cluster in WPT3.

Innovation and Technology Transfer Salzburg GmbH

As Salzburg’s provincial development agency, ITG coordinates and implements the technology-, innovation-related policies of the regional government especially through SME support, SME Cluster Networks (S3-based) and knowledge/ technology transfer into SMEs. It provides know-how in the realization of innovative projects and business creation, fosters collaboration, activates regional hubs and provides consulting services. Businesses are accompanied throughout their entire innovation processes. New methods are introduced via workshops or one-to-one meetings. ITG is a nonprofit organization and no economic activities are performed on the market.

Role in the project:
ITG leads the dissemination of WP T1 and T2 and develops training tools for the S3 stress testing as well as the S3-based innovation model. Cluster managers will be trained and acquainted with the new services. It is involved in all WPs.

University of Franche-Comté - FEMTO-ST

FEMTO-ST is a leading French academic research institute in engineering sciences part of the University of Franche-Comte. It is also strongly involved in economic valorisation. It has recently (2015) launched with the local government three S3 projects with local SMEs and 4 technology clusters (microtechnology & microtechnics, plasturgy, vehicle of the future, food).

Role in the project:
It participates to all WPs. The currently running S3 projects in which FEMTO-ST is involved, appear an attractive “field experiment” to evaluate and analyze the practical S3-implementation involving academic, industrial and regional clusters.

PROPLAST - Consortium for the Plastic Culture Promotion

Proplast, management entity for the New Materials Innovation Cluster, is a technological cluster known at European level and silver labelled and recognised in 2009 as Innovation Cluster from the Piedmont Region. It works mainly in the plastic field. The cluster offers excellent R&D and training services on polymeric materials as well as on process and product engineering services. It has a wide range of contacts with different countries, and develops projects and R&D activities in strict relation with some similar international clusters (both technical research project and more strategic and policy-related projects). This cluster will be used as one of the pilot clusters for the project.

Role in the project:
Proplast participates to all WPs and especially to the S3 Model Based Definition for Cluster Innovation (cluster level) and in the activity of testing the model on pilot clusters as co-leader of the action.

Cluster Technologies for Smart Cities & Communities Lombardy Foundation

The institution operates in Lombardy, aggregating and representing business and research world. It aims to establish virtuous cooperation with the Public Administration in the field of technologies for integrated systems of urban and metropolitan scale by fostering the implementation of the most innovative and advanced solutions. The cluster contributes to the project with the competences of the School of Management of Università Bocconi . The School’s commitment to research and education has enabled it to contribute significantly to the development of many industries, both in Italy and abroad. The Cluster contributes with Lombardy region, Research, Innovation Unit, the general lines of his S3 and the related work programme.

Role in the project:
SCC is involved in all WPs, especially in the WP T2 and WP T3 Test Model on Pilot Clusters. It is involved in the development of new cluster management services and in the implementation of new management services to facilitate transregional cluster cooperation.

Autonomous Province of Trento (PAT)

Autonomous Province of Trento is the regional authority in charge of the definition and implementation of the S3. It encourages an active multilevel governance participation of local stakeholders in its process of implementation and monitoring. PAT is also responsible for the R&I policies of the territory, and is member of four national technological clusters.
It aims to coordinate the regional research centres and foundations, encouraging the innovation and experimentation of the ecosystem. In addition, PAT is directly involved in the implementation of the EUSALP Strategy, Leader of Action Group 3 and Participant of AG1.

Role in the project:
PAT contributes to all WPs, especially to WP T1, at the policy level. With HIT, it tests the benchmarking and the S3 model definition with a pilot cluster. PAT transfers the results to EGTC/Euregio and EUSALP's AG.

Trentino Innovation Hub

Presentation:
HIT is a nonprofit corporate consortium between the University of Trento, Bruno Kessler Foundation, Edmund Mach Foundation and Trentino Sviluppo. HIT promotes technology transfer and innovation of the Trentino region in order to foster local business innovation and development. HIT is core partner of the EIT Raw Materials, linked party to EIT Digital, member of National technology clusters and active in several EU projects and European Innovation Partnerships. HIT contributes to the deployment of the RIS3 of the Autonomous Province of Trento promoting research/industrial joint ventures and strategic partnerships, fostering business incubation and acceleration, and attracting investment opportunities in the region.

Role in the project:
HIT leads T2 by coordinating the definition of the RIS3-based innovation model. HIT participates to all other WPs in synergy with PAT for regional activities and it disseminates results through its network of national clusters, EIT and the EC.

Lombardy Region Government

Authority at Regional level with legislative power, LOMB can cooperate in policy addressing capacity of the partners. It has a specific institutional role in Italy in ruling innovation and research supports to clusters and enterprises according to EU and National regulations. The Alpine Macroregion Office has acquired specific competences in setting up EU Strategies, e.g. the EUSALP and EUSAIR, and finding strategic leverage projects like those in Innovation and Research. In particular, the construction of the EUSALP Strategy and the Mountain governance in Lombardy, are both relevant for establishing benchmarks and monitoring innovation policies in the Alpine region.

Role in the project:
LOMB, in collaboration with its inner Department for Innovation, participates to all WPs with a focus on WP T2 and T3. It pursues the objective to promote innovation through cluster’s cooperation, and to sustain the development in alpine and deprived areas.

Bavarian Research Alliance GmbH

BayFOR is an organisation established in 2006 promoting Bavaria as a location for science and innovation within the European Research Area. BayFOR supports and advises scientists from Bavarian universities and stakeholders from the private sector on European research, development and innovation funds. BayFOR is a partner institution in the Bavarian Research and Innovation Agency and is supported by the Bavarian State Ministry of Education, Science and the Arts.
BayFOR is partner of the Enterprise Europe Network (EEN) and contributes to an active network of Bavarian actors, to use scientific resources efficiently and to successfully present them at the European level. BayFOR is partner of several EU projects and active in several initiatives.

Role in the project:
BayFOR participates to all WPs and offers workshops for cluster managers and members to implement EU funding (e.g. H2020, ESIF) into the innovation model. Following the ECs Cohesion Policy, it fosters synergies between EU-R&I programmes in the S3-4AlpClusters partner regions.

Government Office for Development and European Cohesion Policy

GODCP is the coordinator of the Slovenian Smart Specialisation Strategy (S4): it conducted the entrepreneurial discovery process, prepared the strategy document, and is now implementing it through connecting                 stakeholders on all specialisation areas into Strategic Research and Innovation Partnerships, as an advanced form of clusters.

Role in the project:
GODCP contributes to all WPs with a focus on WPs dedicated to S3 (good practice exchanges, cluster management).

Veneto Innovazione S.p.A.

Veneto Innovazione is the in-house Regional Agency for research and innovation with the aim of promoting applied research and innovation in the Region. It provides support to the Regional Authority in the policy making process and it is responsible for implementing and monitoring regional policies concerning Research, Development and Innovation. It also develop and manages regional, national and European, projects on research, innovation and local development related topics, aimed at improving the policy development process at local level and to promote the Veneto Region abroad. Moreover, as a member of EEN, it offers support to academia, companies and cluster for internationalisation and technology transfer.
