On 22nd September 2017 the very first Transnational AlpSib Forum took place in Nice. It brought together people from all sectors that need to cooperate if a successful SIB is to be organised; namely public sector and potential investors as well as evaluators.

After the opening remarks made by one of the Forum organisers, Mr Fahrudin Bajric (PSP PACA), greeting addresses were made by Ms Agnès Rampal and Mr Olivier Guerin, Deputy Mayors of the City of Nice and Mr Eligio Grizzo, Assessor for Social Policy from Pordenone. They all stressed the pressing issues older population and NEETs have been facing and expressed their hope that the AlpSib project will bring some innovative solutions for tackling those issues.

After the greetings Ms Marine Henry from the French National Authority of the Alpine Space programme and Ms Anna Ulian, the AlpSib project leader, presented the programme and the project itself.

Hereinafter, Ms Georgia Efremova from the European Commission and Mr Frank Lee from the European Investment Bank discussed the European initiatives on Social Impact Investments. Ms Efremova presented the policy context of social impact investments and told that 15 Directorate-Generals are working together in the impact investing area. However, she stressed that SIBs should only complement already social services that exist in the EU member states. Mr Lee on the other hand presented a Fi-compass platform, a platform for advisory services on financial instruments, launched jointly with the European Commission and described two SIB projects the Bank supports and take place in Portugal and Sweden.

Four sessions followed, discussing whether all projects are SIB-feasible, how to measure the impact of projects, how to find investors and partners and how can public authorities make contracts with private stakeholders.
