46 guests and expert speakers came together to discuss social impact bonds during the sharing event held in Pordenone on April 18, 2018.

The event started with welcome speeches with the presence of Ms Guglielmina Cucci, Councilor responsible for European Affairs at the Municipality of Pordenone.

A brief introduction to the audience from the European prospective was given by Ms Maria Chiara Pizzorno from Next Level Association, project partner of “AlpSib” project. Her speech in particular focused on the interest of BEI and European Investment Fund in SIB and also touched upon the methodology issues.

The second section offered an overview of the Friuli Venezia Giulia Region scenario regarding people aged over 65. It started with the presentation of the innovative planning of the Region, given by Mr Ranieri Zuttion, the Director of the Welfare Area of the Friuli Venezia Giulia region and continued with the presentation of health services planning actions in the wide urban area, delivered by Mr Roberto Orlich director of a Health Agency. Further on, perspectives for the development of a new active home care were presented by Ms Miralda Lisetto, director of the social services for the urban area at the Municipality of Pordenone and data and indicators regarding people over 65 in Friuli Venezia Giulia region were presented by Ms Elisabetta Kolar from the Regional Institute for the Social Service Studies of the Friuli Venezia Giulia region.

The third section focused more on innovative projects dealing with seniors at local level: Mr Giuseppe Napoli, president of Federsanità ANCI (the Italian national association of local communities) gave an overview on active aging project in FVG Region. Mr Giovanni Di Prima, director of the retirement home ASP Umberto I Casa Serena illustrated the Interreg Italy- Austria project E.C.A.RE., which focus is to find solutions for the domiciliary assistance to fight loneliness. Mr Fabio Fedrigo, director of Coop FAI illustrated the positive and innovative housing solution held in Pordenone called “Casa Colvera”.

Our “AlpSib” partner Polo Tecnologico di Pordenone illustrated the web platform and in particular the Capital project matching area, which is very useful for investors as well as social providers.

The fourth and final section focused on private investors. Mr Martino Panighel from Sinloc gave a presentation on project financing instruments in the welfare sector. Furthermore, the Suisse SIB’s experience was brought by Mr. Marc Baumann from Invethos. Three local Foundations: Fondazione Welfare Pordenone, Fondazione Friuli, Fondazione Credito Cooperativo presented their current activities for projects with a local impact.

Aim of the event was to familiarise the audience with social impact bonds, bring together social providers with ideas with capital giving investors and to create more awareness among different stakeholders.

The conference was an opportunity to engage all local stakeholders in the welfare field as well as investors to be at the same place to discuss and learn from each other about SIBs.
