Innovative Alpine Space

Specific objective 1: Improve the framework conditions for innovation in the Alpine space

BIFOCAlps - Boosting Innovation in Factory Of the future value Chain in the Alps 

Due to globalisation, many enterprises in the manufacturing sector are not as competitive as wished in global markets. On the other hand, the Alpine Space has a strong R&D sector and a strong specialisation on Industry 4.0 and Factory of the Future technologies. BIFOCAlps’ main objective is to boost collaboration and synergies among main actors of the Alpine Space innovation system for a sustainable, smart and competitive development of the manufacturing value chain towards the Factory of the Future. The innovative approach integrates a “bifocal” view (considering both up- and down-stream value chain) and the transversal competences of the business, research and policy actors at transnational level.


CARE4TECH - Cross-sectoral Alliances for Smart Living 

By using smart living technologies as thematic playground, CARE4TECH transforms the accessible but spread Alpine Space research, tech- and innovation scene into a stable EU leading knowledge development arena, to foster cooperation between all quadruple helix players (public institutions, academia, business and civil society) in the area. CARE4TECH combines the 2020 research agenda technology oriented principles and goals in an innovative way with a transnational multilevel policy oriented approach. This combination connects and reinforces technology excellences, provides essential inputs towards a mature Alpine Space innovation policy and aims to achieve a joint future quadruple helix based innovation agenda owned by the whole programme area.

C-TEMAlp - Continuity of Traditional Enterprises in Mountain Alpine Space areas

Demographic change and the high ageing index in the Alpine Space could compromise its attractiveness with a risk of badly transferred or closing companies. Business transfer is thus seen as a sensitive process which can, in return, help strengthen the innovation potential of established SMEs and be an opportunity for business renewal in the area.
C-TEMAlp objectives are thus twofold:
+ improve SMEs innovation, diversification and attractiveness through dedicated support services, and
+ test innovative pilot activities of transnational business transfer.
C-TEMAlp will also contribute to support the EU harmonisation process of the regulatory framework for business transfer and build a sustainable transnational network for the benefit of the Alpine Space.

DesAlps - Design Thinking for a Smart Innovation eco-system in Alpine Space 

SME innovation-oriented services in the Alpine Space are fragmented and not well adjusted to the territorial specifics of companies and the need for a more sustainable and flexible approach to business-making. The design thinking process can help start a new wave of business innovation through cooperation, new decision-making processes and more sustainable added value creation, without overturning the strong link of the companies to the territory, by combining technological with non-technological elements in the innovation process. The opportunity DesAlps provides, is to create a fertile framework to boost the design thinking approach on SME services, through the analysis of the impact that it can bring and the creation of a mutual cooperation among intermediaries and policy makers toward this task. 

S3-4AlpClusters - Smart Specialisation Strategies to build an Innovation model for Alp Clusters 

The smart specialisation concept is a lever of EU Cohesion Policy and has been applied by several EU regions. The challenge addressed by S3-4AlpClusters is to implement smart specialisation strategies (S3) through clusters to gain sustainable and inclusive growth, generating critical mass. Not many experiences of implementing S3 in clusters exist yet. Implementation tools must be developed to fully benefit SMEs. The objectives are to improve framework conditions for innovation induced by clusters and SMEs, and to create new jobs. The outputs of the project are: a joint transnational cluster action plan and S3 stress test analysis of advanced, convergence and less advanced regions for agenda setting, an S3-based innovation model adapted to regional clusters, and better framework conditions for companies through the tested innovation model and services.

SCALE(up)ALPS - Accelerate and promote the Alpine Start-up Ecosystem 

Although including top innovative areas in the EU, the innovation capabilities and overall competitiveness in the Alpine Space lag behind those of key EU hubs. The project’s main aim is to foster the upscaling of start-ups in the Alpine Space, branding the Alpine Space as a cooperative area for innovative businesses and job creation. SCALE(up)ALPS will connect Alpine Space ecosystem policies and communities of practice and select policies that expand the number and quality of Alpine Space serial entrepreneurs and fast-growing scalable ventures. The project will also produce a mid-level feasibility plan with high-level recommendations on the growth of start-up ecosystems, and it will design and test innovative public-private support schemes, corporate and capital matching, talent attraction and open market access to improve innovation within the entrepreneurial life cycle.

SMART-SPACE - Smart manufacturing for Alpine Space SMEs 

Owing to their impact on many sectors of the economy and the services, digital technologies are changing the world of industrial production with the so-called fourth industrial revolution. This affects the whole manufacturing value chain, i.e. production, logistics, assistance, quality and safety, especially for the Alpine Space industry, where these approaches need to be strongly adapted to the specificities of the Alpine area. In return, smart manufacturing technologies can help industries to be much more connected and able to connect their own assets. The SMART-SPACE project intends to strengthen the cooperation within the system of innovation to promote smart digital solutions to traditional industrial sectors according to the smart specialisation strategy of the relevant project partners. SMART-SPACE will identify an Alpine smart manufacturing strategy and an Alpine strategic partnership will be set up to implement a common action plan, which will be supported by a Digital Innovation Hub, a competence centre to assist all innovation actors to trigger Alpine growth and wellbeing.


Specific objective 2: Increase capacities for the delivery of services of general interest in a changing society

AlpSib - Capacity development of public and private organisations for Social Impact Bonds 

The Alpine Space is facing challenges due to ageing population, high youth unemployment rates and increasing strains on budgets. Therefore, communities need to innovate their social sector by delivering better health and social outcomes. However, this cannot be generated if public money and traditional payment mechanisms, such as “fee for services”, are the only option available. The aim of the AlpSib project is to accelerate new investment models in the Alpine Space, called Social Impact Investments (SIIs) and Social Impact Bonds (SIBs), through the development of policies in these fields. SIIs and SIBs use private capital to finance interventions that generate measurable social impact, return on investments and value for the public purse. Project intertwined activities are: designing of new solutions for unemployed youth and seniors through transnational co-creative labs, and developing, through advisory boards of policy makers, a joint approach to SII policies that will facilitate the implementation of such solutions. 

CO.N.S.E.N.SO - “COmmunity Nurse Supporting Elderly iN a changing SOciety” 

Europe`s ageing population challenges health and social services and requires cooperation in several welfare sectors. CO.N.S.E.N.SO takes the challenge by developing a care model that puts the elderly at the centre of health and social services. It builds on the pivotal role of the Family and Community Nurse (FCN). The FCN have an innovative role as key players, who shape and manage personalised services for the elderly and their families, particularly those living in isolated areas. The model aims to allow the elderly to live at home as long as possible. Families will benefit from reduced elderly home assistance and regional authorities will see a reduction of social and health costs. 

INTESI - Integrated territorial strategies for Services of General Interest

Services of general interest (SGI) are in the competence of authorities at different levels. Up to now, authorities and the service providers tend to have a strictly sectoral approach to SGI which leads to isolated solutions, neither taking benefit of potential synergies nor optimizing the use of public money. Therefore there is a need for a better horizontal and vertical coordination of SGI and for their inclusion into integrated territorial strategies. The main objective of Intesi is to assure the delivery of SGI in the long run via integrated territorial strategies and policies.

PlurAlps - Enhancing capacities for a pluralistic Alpine Space 

The Alpine area is experiencing the combined challenges of an ageing population and new migration models. At the same time, opportunities for social innovation and development arise from increasing cultural diversity and pluralism. Mountainous and peripheral Alpine municipalities and regions are specifically concerned and need technical support and new approaches to develop a welcoming culture. PlurAlps aims to develop and promote such a welcoming culture, and to increase the territorial attractiveness and social cohesion of Alpine areas through innovative services and practices for the integration of migrants. The project will enable municipalities to engage better in social planning considering aspects of cultural diversity and quality of life of all citizens. PlurAlps will deliver a transnationally applicable analysis instrument for medium to long-term community social planning and the integration of migrants in municipalities.


 Low-carbon Alpine Space

Specific objective 1: Establish transnationally integrated low carbon policy instruments

CaSCo - Carbon Smart Communities 

Increasing material flows along processing chains in the timber industry considerably contribute to climate change. However, there is a great but unexploited potential for the reduction of CO2-emissions. CaSCo makes these potentials accessible to decision-makers and actors. Based on proved innovative cross-border working assessment and monitoring tools, it initially visualises the impact of low carbon material flows in timber products on the climate (integrated carbon footprint system). CaSCo will develop and establish policy guidelines in participating communities (bundled by the different partners) and provide decision-makers with steering instruments to actively promote climate friendly timber products.

CESBA Alps - CESBA Alpine Space – Sustainable territories 

While sustainability assessment tools are already well-established for buildings and small urban areas, such tools do not yet exist for the built environment at the level of territories. CESBA Alps aims to improve the sustainability of the Alpine built environment through the development of the first assessment tool at territorial scale, which will be contextualized to regional specificities. Through objective criteria and key performance indicators (KPIs) addressing all dimensions of sustainability, the tool will support the sustainability assessment of a territory, the definition of objective performance targets, the decision making in planning processes and the implementation and monitoring of effective low carbon policies. The CESBA Alps project is connected with the European CESBA initiative for a new Culture of Built environment.

GREENCYCLE - Introducing circular economy system to Alpine Space to achieve low-carbon targets 

The project GREENCYCLE aims to introduce a circular economy system as a holistic approach to support the implementation of low-carbon strategies and provide an additional 2-4% greenhouse emission reduction in the participating cities. Cities as biggest producers of emissions and major consumers of energy and materials will play a pioneering role by developing circular economy implementation strategies where key target groups (utilities, SMEs, citizens, research organizations) will be actively involved in the process. A supporting toolbox will be developed as an e-tool which will enable the planning, management and monitoring of circular economy processes. An important part of the project is dedicated to pilot project implementation in which partner cities will deploy the circular economy approach in real-case scenarios to test and evaluate the toolbox. 

GRETA - Near-surface Geothermal Resources in the Territory of the Alpine Space

The Alpine region must tackle rising energy consumption and, accordingly, CO2 emissions reduction, related mostly to heating needs (mainly from residential and tourism sectors). The potential of renewable energy sources has been discussed in some recent studies. However, the opportunity to utilize Near-Surface Geothermal Energy (NSGE) has not yet been properly highlighted. Moreover, differences in country-specific regulations and practices currently impede a successful increase of use of this technology.

The aim of the GRETA project is to demonstrate the potential of NSGE in the Alpine Space and to foster its integration into future energy plans at different administrative levels. The outputs of the project will serve to promote and guide the implementation of shallow geothermal energy into policy instruments, e.g., the energy plans of municipalities or planning bureaus.

IMEAS - Integrated and Multi-level Energy models for the Alpine Space 

Integrated low carbon policies and sustainable energy plans in the Alpine Space region are affected by common challenges. The future energy system, relying on renewable energies, will challenge all governance levels. Therefore, cooperation actions between all governance layers from villages to countries can help to make the Alpine Space a successful partner in the EU “new energy deal” for energy efficiency and renewable energy. The IMEAS multi-disciplinary team of technical, sociological and territorial partners will develop a consistent methodology and practical guidance for the creation and integration of roadmaps based on multi-level approaches to climate change mitigation, energy innovation potentials, economic structures and control of energy plans. Experiences from some areas will help fill gaps in others through a cooperative and transnational approach capitalising the heterogeneity of the Alpine Space, their different cultures, planning principles and practice with software tools. In order to enhance the ability of public administrations and other entities to plan sustainable energy policies and select the right measures to implement them in a multi-level governance perspective, IMEAS will propose a new integrated approach to participatory roadmap development.

PEACE_Alps - Pooling Energy ACtion plans and Enhancing their implementation in the Alps

PEACE_ALPS tackles the problems related to the implementation of Sustainable Energy Action Plans (SEAPs) or any other Energy concepts already endorsed by Local Authorities (LAs) in Alpine Space Area by supporting LAs in developing concrete actions with an inter-municipal approach. This is the way to reaching its main objective: establishing low carbon and adaptation to climate change policy instruments. The addressed topics will be:
+ energy management,
+ energy refurbishment of buildings and public light,
+ local adaptation to climate change.
The outputs and experience gained will be spread out in the Alpine Space with an effective engagement campaign of new regions interested in developing the same approach, and with policy recommendation at EU level.

THE4BEES - Transnational Holistic Ecosystem 4 Better Energy Efficiency through Social innovation

THE4BEES builds on the hypothesis: Energy is consumed by people rather than by buildings. Although most of the strategies to achieve energy efficiency in buildings focus on technical mitigation measures, to reach the ambitious goals on Low Carbon set by EU and Alpine Strategy (EUSALP), both structural and soft approaches shall be considered complementarily across the Alpine Space.
THE4BEES focuses on the behavioural changes of users in public buildings needed to achieve reduction of energy consumption. Such changes will be originated by the use of innovative ICT applications developed by a transnational ecosystem. Those applications will be used by the target groups in the demonstration sites (schools, houses, factories) to encourage behavioural changes for energy efficiency and carbon footprint reduction.


 Specific objective 2: Increase options for low carbon mobility and transport

AlpInnoCT - Alpine Innovation for Combined Transport 

The Alps are a sensitive ecosystem that has to be protected from pollutant emissions and climate change. But the continued increase of freight traffic volumes leads to environmental problems. These trends reinforce the need to review existing infrastructure and develop innovative models to protect the Alpine Space. Also EUSALP sets the aim to strengthen ecological transport and to establish more efficient freight transport corridors. AlpInnoCT tackles the main challenge to raise combined transport efficiency and productivity. The application of production industry know-how in combined transport is a new approach that will be developed in this project. AlpInnoCT contributes to a sustainable system with an easier access to combined transport and fosters the utilisation of this low-carbon transport method.

ASTUS - Alpine Smart Transport and Urbanism Strategies 

ASTUS aims to help local authorities to identify and implement long-term solutions in both mobility and spatial planning to reduce the CO2 impacts linked to daily trips in the Alps. The spreading of housing and car-dependent structures often compels inhabitants to use their own car for daily trips. ASTUS assists local authorities in identifying and adopting an adequate local low CO2 strategy and action plan, in order to foster long term low CO2 options. By working on five different regions as a sample, the project partners will define transnational solutions, as ASTUS will cover smart options from a sustainable perspective fitting to different Alpine territorial types. 

e-MOTICON - e-MObility Transnational strategy for an Interoperable COmmunity and Networking in the Alpine Space 

Low and heterogeneous deployment of electro mobility characterises the Alpine Space. e-MOTICON brings together 15 partners from five countries, involving 40 observers and eight endorsements from each programme area, including managing authorities, regional bodies, research centres and private investors. The partnership aims to support public authorities in ensuring homogeneous development of e-mobility, by using an innovative transnational strategy of integration among spatial planning, innovative business models and technologies, sustainable mobility patterns, energy efficiency instruments and policies, enabling large diffusion of electric charging stations (E-CS) and wider interoperability.


 Liveable Alpine Space

Specific objective 1: Sustainably valorise Alpine Space cultural and natural heritage

AlpFoodway - a cross-disciplinary, transnational and participative approach to Alpine food cultural heritage 

Foodways are socioeconomic and cultural practices related to food production and consumption. Food heritage is a strong source of identity for Alpine populations. It goes beyond products to include productive landscapes and traditional knowledge on production techniques, consumption customs and rituals, and the transmission of ancient wisdom. Depopulation, ageing population and globalisation put Alpine food heritage at risk of disappearing. AlpFoodway will create a sustainable development model for peripheral mountain areas based on the preservation and valorisation of  Alpine Space cultural food heritage and on the adoption of innovative marketing and governance tools. It will also foster the emerging of a transnational Alpine identity based on the common cultural values expressed in food heritage. As a future perspective, the Alpine community should aspire to inscribe the Alpine food heritage on the UNESCO intangible cultural heritage list as a traditional foodway.

LOS_DAMA! - Landscape and Open Space Development in Alpine Metropolitan Areas 

The globally attractive Alpine Space cities face common challenges through growing land use pressure. It strains vulnerable natural and cultural assets of peri-urban landscapes, calling for multifunctional solutions, and intersectorial as well as intermunicipal collaboration. LOS_DAMA! will unleash the potential of peri-urban green infrastructure for sustainable development by improving governance and planning. The project will boost the skilled use of advanced tools for negotiation, mediation, and action. For innovation and impact, LOS_DAMA! will bridge the implementation gap by employing co-creation and informal, creative approaches like participative mapping and landscape stewardship. LOS_DAMA! will deliver feedback and implementation know-how to put EU/regional policies/strategies into effect. Alpine peri-urban landscapes share similar features. Only joint efforts create the powerful voice needed to raise awareness and initiate change for a balanced development and valorisation of these areas. 

YOUrALPS - Educating Youth for the Alps: (re)connecting Youth and Mountain heritage for an inspiring future in the Alps. 

Worldwide, specialists diagnose a lack of contact from young people to their living space. Among Alpine youth, it leads also to the dying out of the Alpine identity and mountain-related know-how. YOUrALPS tackles the challenge to raise Youth awareness on Alpine heritage by supporting mountain-oriented education. Better interconnected formal and non-formal educators, will support Alp-wide inclusion of mountain-oriented education in the educational curricula and practices. YOUrALPS’ innovative approach is twofold: on the one hand by bringing stakeholders of different sectors together for the first time within an Alpine cooperation structure, on the other hand by elaborating and testing a transferable “Alpine school” model, including youth participation and involving decision-makers directly.


Specific objective 2: Enhance the protection, the conservation and the ecological connectivity of Alpine Space ecosystems

AlpES - Alpine Ecosystem Services – mapping, maintenance and management 

Ecosystems and their services go beyond national borders and need a transnational approach for their dynamic protection, sustainable use, management and risk prevention. As a basis for joint action, public authorities, policy makers, NGOs, researchers and economic actors – the AlpES target groups – need a common understanding of ecosystem services, comparable information on their status and support in using appropriate tools for integrating them in their fields of work. The AlpES project’s overall objective is to introduce ecosystem services as a regional/transnational environmental governance framework and train and support the AlpES target groups in understanding, valuing and managing them. 

ALPBIONET2030 - Integrative Alpine wildlife and habitat management for the next generation 

Ecological connectivity  is the basis of Alpine habitat and species protection. However, much work remains in realising an integrative concept of ecosystem and biodiversity protection for the Alps. The project’s main objective is to consolidate and to enhance transnational cooperation in the field of nature conservation while establishing a coherent and complementary Alps-wide system of biodiversity conservation, building on knowledge and results from previous activities. The project will identify areas with high potential of connectivity in which a wildlife strategy will be tested.

HyMoCARES - HydroMorphological assessment and management at basin scale for the Conservation of Alpine Rivers and related Ecosystem Services 

River corridors represent one of the most used and modified landscape elements in the Alps. They provide key ecosystem services, but currently many of them are at risk or significantly degraded. The project will develop a conceptual framework, and operational tools, comprising novel methods, to integrate ecosystem services in Alpine river basin planning and management, with a special focus on factors affecting river hydromorphology – including sediment continuity – while ensuring integration of local and basin scales. The project will identify actual planning, management, operational activities, where the proposed approach can be applied, and will collaborate directly with relevant actors, both public and private, in order to ensure a proper transfer of project outputs, and thus a tangible real-scale impact. 

Links4Soils - Linking Alpine Soil Knowledge for Sustainable Ecosystem Management and Capacity Building 

Alpine soils perform key ecosystem services (ESS) that enable human well-being, ecosystem functioning and contribute to the biodiversity. The importance of sustainable Alpine soil management is being recognised, yet insufficiently implemented, mainly due to its cross-cutting function, fragmented governance structures, diverse sectoral needs, lack of targeted soil information and applicable management tools. The project aims to overcome these gaps by linking Alpine soil knowledge, end-users and experts, in order to elaborate sectoral soil information, create best-case practices and promote soil management. The project innovatively links expertise and governance on various levels and sectors to jointly develop and implement sustainable Alpine land management policies. The main outputs are:  1. a multi-stakeholder Alpine soil partnership which joins forces of experts and authorities to introduce soil protection in land management practices, and which promotes Alpine-wide cooperation on soil protection and ESS management, and 2. an Alpine soil information and decision support platform that encourages stakeholders from cross-cutting sectors to benefit from the first Alps-wide soil information system. 

RockTheAlps - Harmonized ROCKfall natural risk and protection forest mapping in the ALPine Space

In natural hazard management and disaster risk reduction in the Alpine Space, forests are increasingly considered equal to technical or civil engineering measures. Forests can increase slope stability and reduce the risk of rock fall to an acceptable level in many locations. The preservation and enhancement of the protective role of forests against natural risks are crucial to provide an efficient strategy for strengthening the liveability of the Alpine Space. Within this context, ROCKtheALPS will capitalise the knowledge gained in previous EU projects and fulfil its main objectives to provide the first Alpine Space regional rock fall risk zoning tool, as well as the first Alpine Space wide harmonised map of rock fall risk and protection forests. The outputs will support governance authorities in rock fall risk prevention and sustainable forest management.

SPARE - Strategic Planning for Alpine River Ecosystems – Integrating protection and development

The Alps are Europe’s water towers, providing multiple ecosystem services such as water for human consumption, agriculture, industry, tourism, energy and quality of life for residents, but also for surrounding lowlands & big metropolitan areas. Alpine rivers are the “blue backbones” of sustainable development, but only healthy rivers can provide such essential services: they are a vulnerable natural capital under pressure with the need of balancing protection and development. River governance is fragmented and diverging among and within countries: so far, knowledge transfer of good practices & policies has been weak. SPARE aims at exchanging, adapting and capitalising strategic planning and river management experiences across different spatial & governance levels. Going beyond administrative borders, the requirements of a catchment wide perspective in a transnational perspective will be tackled by the project.



 Well-governed Alpine Space

Specific objective: Increase the application of multilevel and transnational governance in the Alpine Space

AlpGov - Implementing Alpine Governance Mechanisms of the European Strategy for the Alpine Region 

AlpGov aims to support the effective and efficient implementation of the EUSALP strategy. The project designs and tests appropriate governance structures and mechanisms mainly at the level of the EUSALP Action Groups (AGs), but also creates synergies with the other EUSALP implementing bodies and further institutional actors in Alpine policy. The project establishes harmonised mechanisms to run the single AG including joint participation models for the civil society and a joint knowledge management. It maps institutional frameworks, actors and funding schemes for projects and actions as a basis to prepare policy decisions and to further develop policies. In order to help creating ownership and awareness of the strategy, it identifies and promotes projects and actions with high leverage effects. AlpGov will be a frontrunner in establishing overall governance structures for European Macroregional Strategies (MRS) with the help of a transnational European Territorial Cooperation programme. Thus, the work of the project can serve as a blue print for other MRS.

GaYA - Governance and Youth in the Alps 

Many EU Countries encounter difficulties in traditional decision-making processes, both institutionally and regarding citizens’ behaviour. Especially young people feel disconnected from institutions and are reluctant to express their interests because they feel that their voice does not count. GaYA aims at increasing the quality of democracy in the Alpine area by enhancing the capacity of decision/policy-makers to involve youth as future leaders in democratic systems. GaYA will increase knowledge about and awareness of decision-making processes among political actors and youth (age 14-25). GaYA will draft a comparative report on participatory experiences in the Alps, from which decision-makers and youth will develop local action plans, which then come together in a common participation toolkit of practical methods and tools for youth participation. In a transnational creative youth contest, the topic of youth, Alps and participation will be interpreted and policy recommendations will be discussed. Youth will be involved through the contest and contribute through participatory activities to the debate, to better understand the complexity of decision-making processes.


GoApply - Multidimensional governance of climate change adaptation in policy making and practice 

The Alpine Space is severely affected by climate change. Adaptation to already unavoidable climatic changes is needed to prevent unmanageable impacts and to safeguard climate-resilient and balanced territorial development. The project tackles joint key challenges of adaptation governance: vertical implementation across territorial levels; horizontal mainstreaming into sector policies; and more active involvement of local, regional and non-governmental actors. Transnational collaboration is essential to learn from shared strengths and weaknesses and from the diversity of governance approaches taken in different countries. The project builds on an existing network of the national authorities responsible for climate adaptation policy-making in seven Alpine countries, ensuring direct application of outcomes.
