Implementing Alpine Governance Mechanisms of the EU Strategy for the Alpine Region

I. The Board of Action Group Leaders - BAGL

Ensured horizontal coherence and systematic steering of EUSALP implementation process. It was (and still is) composed by all AGL and therefore covering all objectives of the Action Plan, it focussed on coordination of working methods deal with internal governance issues. Furthermore, the BAGL addressed cross-cutting issues to ensure a more inclusive Alpine development.

 

II.Tailor-made governance approaches

Contributed to better EUSALP governance on three levels: specifically responding to the policy needs for the single Action Groups, cross-sectorally among all Action Groups and vertically beyond Action Groups.

This activity, running under Work Packages T-3 (Activity 3.1 to 3.4), helped to design the specific AG settings based on the prerequisites of the topics concerned, the participation of states, regions and stakeholders in the AGs and their specific work plans. Also based on single analysis for the single AGs, it turned out a one-size-fits-all-model for the AGs would not be appropriate. Furthermore, it helped to coordinate with other Macroregional strategies and to test formats for political conferences. 

 

III. EUSALP implementation strategy

This output is composed of a sample of proposals, in which field – based on the experiences made in the AlpGov project and on a SWOT analysis made by the BAGL (see output 1 above) – further action is necessary to improve Alpine Governance. It also run under Work Package T-3 (Activity T-3.1). The results have significantly influenced the design of AlpGov 2 project particularly regarding skills development, strategic steering and monitoring of implementation and mobilizing strategic target groups, which became the core of the content related Work Packages.

 

IV.  Joint EUSALP Knowledge Platform

This plateform helped to collect and process - by means of a professional and specifically designed technical tool and including customized features – flow of information among the Action Groups but also to the exterior.

This output was elaborated under Work Package T-5 (Activity T-5.1 to T-5.3) and comprised a number of deliverables. Starting with a needs analysis and based on an analysis of available tools and services components of the Platform of Knowledge (POK) have been developed and tested. In the end, the POK served for both, entering knowledge gained under the AlpGov project and processing data and information for communication purposes.

 

V.  Compilation of further funding schemes

This compilation did not only clarify funding options for actions and projects to implement the Action Plan but  also identified needs for further adjustments for multiannual financial framework starting from 2021.

This activity, which run under Work Package T-4 (Activity T-4.1), turned out to be very complex. Starting with the fact, that AG leaders knowledge about funding was very heterogeneous and a quite wide range of funding programmes would be available in theory, the activity had mainly two dimension: First, single investigations per AGs were made on existing and appropriate funding opportunities. Second, an analysis on the potentials for embedding of EUSALP topics into future EU funding programmes post 2020 has been made. The results were very helpul not only for internal capacity building but also for emerging contacts with the programme managers. 

 

VI. Strategic implementation initiatives

These initiatives allowed AGs to enter into dialogue with potential implementation partners to explore future possibilities for co-producing and using of knowledge across different fields of expertise, for building thematic clusters or related activities like developing transdisciplinary marketplaces.

This output, elaborated under Work Package T.2 (Activity T-2.1 and T-2.2), belonged to the very core of the AlpGov project, as it helped to identify not only priorities per Action Group but also topic which covers more AGs and therefore can be described as cross-sectorial activities. The latter is even more important as it is the very core why Macroregional Strategies have been established. These activities led to a wide range of follow up activities like project development, meetings and conferences and not least to selection of potential topics for the AlpGov 2 project.
