Lombardy Foundation for Environment as Lead Partner of ALPHA

Established in 1986, the Lombardy Foundation for Environment (FLA) was created to translate the strong commitment of local institutions into action, capitalizing on the experience and technical expertise gained following the ICMESA accident in Seveso in 1976.

Thanks to the scientific and academic contribution of leading universities in Lombardy, together with the support of Regione Lombardia, the Foundation develops projects, studies and research aimed at supporting local administrations, public and private institutions, and all stakeholders operating in the territory. It provides the scientific expertise needed to guide decision-making and promote effective policies in its fields of activity, both at the local and global levels.

Building on its experience and accumulated knowledge, the Foundation considers environmental education and training a key strategic lever, targeting students and teachers of all levels.

At the same time, it fosters the development of a culture grounded in an increasing awareness of the value of nature, through tools and initiatives designed for diverse audiences, in alignment with the United Nations 2030 Agenda and its 17 Sustainable Development Goals.

As Lead Partner of the ALPHA project, FLA leverages its extensive experience in managing EU-funded projects to ensure the overall coherence of the initiative:

  • Communication Management: FLA defines the overall communication strategy, establishing roles and responsibilities for all project partners.
  • Analysis and Policy Recommendations: It leads data collection and the analysis of energy policies, providing key recommendations to integrate heating and cooling (H&C) into urban planning.
  • Results Capitalisation: FLA coordinates the synthesis of technical reports and the signing of Memoranda of Understanding with target organizations, ensuring the uptake of project results across the Alpine area.
  • Local Working Groups (LWG) Facilitation: FLA coordinates local operational groups composed of partners and strategic “Observers” (such as Regione Lombardia and AIRU), where theoretical approaches are aligned with territorial practices.
  • H&C Profile Development: FLA works closely with technical partners to define the energy profile of its pilot site, accurately mapping energy demand and locally available renewable sources.
  • Implementation Plans: Under the methodological guidance of Regione Liguria, FLA develops its territorial action plan, integrating urban planning and energy strategies to define clear and actionable decarbonisation pathways.
  • From Pilot Actions to Policy: FLA analyses lessons learned from local action plans and translates them into concrete recommendations for policymakers, supporting the transition towards sustainable energy models.
