As part of the Interreg Alpine Space project OUT4INGOV – “New Generation Alpine Out-Migration: Engagement for Inclusive Governance”, a new prototype for a youth consultative body has been developed. This model aims to help local and regional authorities in rural and mountain areas actively engage young people – including those with a migratory background – in decision-making processes.
The consultative body is designed as a participatory governance tool, giving young people the opportunity to share their perspectives, contribute to local policies, and strengthen dialogue with public institutions. By doing so, the project seeks to tackle youth outmigration and build more inclusive and cohesive communities.
Drawing on ALDA’s experience in participatory democracy and on best practices identified across partner regions, the model outlines clear structures for representation, inclusivity, and dialogue between youth and municipalities. It also provides guidance on governance, facilitation, funding, and impact assessment to ensure long-term sustainability.
In pilot areas such as Trento (Italy), Maribor (Slovenia) and Vesoul (France), the prototype will now be tested through the creation of youth councils that will advise local authorities on issues such as mobility, housing, migration, sustainable tourism, and access to services.
With this approach, OUT4INGOV promotes a new culture of listening and shared decision-making, where young people are not just consulted but become partners in shaping the future of their territories.
