The Municipality of Trebnje: A Key Partner in the project ALPHA

The Municipality of Trebnje is a self-governing local community in the Eastern Cohesion Region of Slovenia. It is responsible for a wide range of tasks within the framework of national legislation. These include the management of school buildings and facilities, social welfare (child care, elderly care, and social assistance), primary health care and pharmacies, social housing, culture and leisure (museums, libraries, theatres, sports facilities, leisure centres), as well as local public utilities and networks (waste and water management, urban transport, local road network, district heating, etc.).

The municipality is headed by a Mayor, elected every four years by popular vote, together with the Municipal Council. The effective operation of the municipal administration is overseen by the Head of the Municipal Administration, appointed by the Mayor.

The municipality in numbers

The Municipality of Trebnje covers 163.3 km², consists of 12 local communities and 133 settlements, and has a population of 13,450 (as of January 2025).

Rich history and unique location

Trebnje has a long and rich history – it was already settled in Roman times, when it was known as Praetorium Latobicorum, an important military post. Today, it is a medium-sized municipality located at the crossroads of the Alpine, Dinaric, and Pannonian worlds. The town of Trebnje is the municipal centre, a stretched urban settlement lying in the valley of the lower course of the River Temenica – a typical karst disappearing river. The area is rich in Roman heritage and natural features.

Within the ALPHA project, the Municipality of Trebnje led Activity A1.2 (mapping existing needs and emerging business opportunities for H&C SMEs and service providers) and will also take the lead in Activity A2.4, where it will provide guidelines for the action plans, and in Activity A3.3, where it will develop a specifications report on the content (resources) and functionalities of the decision-making helpdesk and the online platform, including development milestones.

  • water supply
  • infrastructure for Roma settlements
  • reduction of energy use
  • integrated transport strategy
  • road infrastructure
  • communal equipment of the industrial zone

Looking to the future

In the coming years, the municipality’s priorities include:

  • further expansion of the industrial zone
  • reconstruction of the sewer system in Trebnje
  • construction of a new cultural centre
  • environmental solutions and renewable energy
  • promotion of entrepreneurship in primary schools and support to start-ups
  • preservation of natural and cultural heritage
  • fostering intergenerational cooperation and support for vulnerable groups
  • transfer of good practices from similar towns in the EU
  • development of integrated tourism products and a network of camper stops
